In the Preparation and Execution of Civil Service Examinations, GPG Assessoria e Consultoria Ltda Achieves Success by Using ABBYY FormReader for Digitization of Data Collection Instruments

Introduction

Located in Santa Catarina, Brazil, GPG Assessoria e Consultoria Ltda is a provider of services pertaining to Preparation and Execution of Public Civil Service Examinations and Selection Exams. Project

The project involves the digitization of data collection instruments (forms) used in Civil Service and Selection Exams. The main objective is to increase the efficiency of the organization’s data collection processes. This objective was met through the automation of front office data collection from Civil Service and Selection Exams administered by the company, while replacing all manual digitization processes or data acquisition through the use of old optical mark readers (OMR). In the old processes, images from documents could not be saved and distributed, rendering them useless as a reference in subsequent evaluation and control processes.

Before the introduction of the ABBYY solution, data collection forms (response cards) were read through an Optical Mark Reader and required the use of specially designed paper in specific colors and configurations of marks. These same processes were all performed through double digitization with verification by specialized equipment. Currently, with ABBYY FormReader 6.5, the generation of various forms creates unique markers which later may be used for verification, security and evaluation of incoming materials. Once processed, forms are distributed (through registration stations, testing locations or service booths) during a specific period, after which all are collected and submitted to headquarters for processing.

Once received, all materials are separated, verified and classified for alpha evaluation of the materials (first reading – 1% of collected material). After the alpha phase, adjustments to parameters of materials, equipment and software are made in order to streamline performance and initiate beta processing, (10% of material collected) in which final qualities of the results are evaluated. Once testing stages have been completed, the final reading of the materials is executed in a subsequent set of stages required for full process reliability and image capture in order to meet previously established quality standards (double processing of images, with verification and analysis of baseline consistency in order to ensure the perfect integrity of final records).

Results

Effectiveness targets were fully attained, a fact confirmed by the obsolescence of the optical mark reader and by a 10% reduction in required cases of manual digitization of different response cards.
